Mr. Clark is the Risk and Benefits Officer for the School Board of Miami-Dade County, Florida.
Scott received his Bachelor of Science in Business Administration from the University of Illinois, College of Commerce. He obtained his Accredited Advisor of Insurance designation from the Insurance Institute of America and his Certified Educational Risk Manager Accreditation from the State of Florida.
Scott was the State officer of the Florida Educational Risk Managers Association (FERMA) from 1989 -1991, and President from 1991-1992. He received the Lifetime Achievement Award in 2003. He was selected as a member of the Business Insurance Risk Management Honor Roll in 2007.
He is currently a member of the following Associations:

As an active member since 1987, I have been committed to the society and have remained active locally, statewide and nationally, with the backing of my employer. As a public risk manager, I have marketed the organization to public sector employers as one which provides a balance of information and resources which will apply to both public entities and private-sector employers.
The opportunity to serve as a Board member within the new governance structure is the capstone of my commitment to RIMS. I feel that my management skills and focus will assist the society to continue the current path of having the society be the preeminent society for risk managers. The commitment to Enterprise Risk Management (ERM) provides an exciting opportunity for the society’s leadership to elevate the society and its members to the next level of professionalism. I believe the skills which I possess which are value-added include the ability to communicate effectively both in written form and orally; the ability to take complex subjects and break them down into manageable parts to seek solutions; the ability not to overreact in situations of stress and/or crisis, and an ability to look beyond the issue directly affecting an organization and seek long term solutions which will be of benefit.
My vision of RIMS is that it continues to be an organization of value to its membership, while having significant impact on a national basis. To do so, I believe that the only way it can be effective in branching out to address national issues, is if the base of the organizations, i.e. the chapters are solid. I believe more needs to be done to support the chapters, many of which are just surviving with a core group of people keeping them afloat. Once this base is stabilized, and there is strong support from that group, the ability to affect more esoteric and complicated matters will be easier and more productive.
The ERM initiative will act as a catalyst to promote RIMS as the foremost authority on the subject, which provides its members with education and resources that is second to none throughout the industry.
