Mr. Phelps is responsible for the management and development of a comprehensive Enterprise Risk Management program for Blue Cross and Blue Shield of Florida, a healthcare company of nearly 4 million members and gross revenues of almost $20 billion. Mr. Phelps is a leading practitioner of Enterprise Risk Management (ERM) and has responsibility for the development and oversight of ERM processes to support strategic and business planning. His responsibilities include business continuity management, which he has successfully integrated into a comprehensive risk management model. He was an early advocate for the development of Enterprise and Strategic Risk Management as areas of focus within the Risk Management Society (RIMS). He was instrumental in the development of the RIMS Maturity Model for ERM, "ERM for Dummies" book (Wiley Publishing) and the "Enterprise Wide Risk Management" educational program administered by The Institutes™ (American Institute for CPCU).
Mr. Phelps is on the Board of Directors for the Risk Management Society (RIMS), and has served on several committees including past chair of the Enterprise Risk Management Development Committee.
